News headlines are lighting up like Christmas trees, as the news of China’s Green Dam Youth Escort Project are filling PC manufacturers in the overseas trade markets with dread. In a recent report first issued by the Wall Street Journal, details of a new initiative fired off by the CPC (Communist Party of China) has put a full-scale mandate in effect that requires all PC manufacturers to ship every one of those brand-new PC’s slated for export into China with mysterious software from Henan-based Jinhui Computer System Engineering Co. — pre-installed on the hard drive — by July 01 this year.

Yes, that’s the beginning of next month. No, there wasn’t much advance notice.

It’s a rather tall order, considering that PC makers supplied more than 40 million new PC’s to China last year (New York Times) and it’s anticipated that the world’s largest online community (over 300 million to date) are going to keep buying new computers. It begs the question: who will supply these new PC’s to the Chinese market? I’m willing to bet that PC makers like the bruised-and-battered DELL (Ouch. Wasn’t it a 34% reduction in PC sales last month?) would like to know the answer, immediately.

This spells big trouble for the folks who have to go back into the warehouses to open up sealed boxes and install the new software, which is already being decried as “unstable, ineffective, and problematic…” even before Beijing’s unrealistic rollout date. According to the Beijing News, the program is “less than stellar” in its ability to filter content.

Immediate backlash notwithstanding, pundits are already stepping up to the plate, as they attempt to defend the decision by the central government. In a related statement, Foreign Ministry spokesman Qin Gang made it clear:

“The purpose of this is to effectively manage harmful material for the public

and prevent it from being spread.”

Screen capture of Green Dam warning page.

While all of this may sound deviously Orwellian in nature, it should come as no surprise to the crafty wholesale / retail virtuosos (that would be YOU!) that a severe, near-crippling bottleneck in the system introduces an opportunity to pick up some product that does no good to anyone, as it sits in containers and warehouses gathering dust… and reaching the end of its technology cycle, before resulting in a profit for the manufacturers. In other words, there may be some leveraging power for those who want to help move the goods, and this could be a boom year in the domestic wholesale PC business, despite all the hand-wringing from the likes of political activists, to the PC industry giants that have been stopped in their tracks by this sudden boondoggle in the path of Q3 sales for the year.

Checking out some Top10 results like these can reveal a soon-to-be exploding market in Personal Computer liquidation. Get in there while you have the chance, and don’t be surprised as the market swings wildly from one end of the pendulum to the other.

Whether this thing really becomes a problem in the long-run is unclear at this point, but until the politicos can resolve things from the highest diplomatic levels, PC makers the world over might be heard saying: “Frankly my dear, I don’t give a Dam… but what will you give me for these computers?”

More than 150 exhibitors who specialize in excess inventory, retail liquidation, discount merchandise and bankruptcy proceedings will gather at the Long Beach Convention Center from June 7 to 9. Liquidation Expo, a first from ASD and Nielsen Business Media Merchandise Group, pulls together typically far-ranging discount-priced product sources into an organized marketplace for buyers and sellers of retail liquidation merchandise.

Right Timing. Right Pricing. Liquidation Expo gathers under one roof many segments of deep-discount merchandise sources for gifts, housewares, health and beauty supplies, POP impulse goods and seasonal items. And, in the current economy, this clustering of liquidation and closeout merchandise sellers offers buyers unique opportunities to leverage value-priced product sourcing … supporting retailer margins.

“By bringing many qualified exhibitors together, Liquidation Expo will consolidate this historically fragmented market, allowing retailers to take advantage of timely opportunities,” said Chris McCabe, Vice President of Nielsen Business Media’s Merchandise Group.

Right Location. In addition to offering discount-driven buying opportunities, Liquidation Expo is the only liquidation and closeouts trade show sited in the Southwest Region and Southern California – an important domestic and international business hub.

Join value price-driven retail buyers, and diverse product category discount sellers (including Kole Imports, 4Seasons General Merchandise, Leon Korol, Selective Imports), at ASD’s new Liquidation Expo, June 7 thru 9, at the Long Beach California Convention Center. Register for Liquidation Expo.

ASD Calendar

ASD Las Vegas wrapped up another successful Spring show March 15 to 18, connecting Sellers (Manufacturers, Wholesale Distributors) with Buyers (Independent Retailers, International Chains) in four breakout shows: Value-Priced/Variety Merchandise, Jewelry and Gift Shows and the Tactical Military Outdoor Show. ASD Spring featured more than 950 new exhibitors, expanding Buyer-Seller discount product sourcing opportunities at ASD’s trademark comprehensive, one-stop shows.

Liquidation Expo launches June 7 to 9 at the Long Beach Convention Center, a first-time gathering of all segments of the discount-priced liquidation, closeout and excess inventory industry in southern California, serving retailers of liquidation merchandise in many value-driven product categories. (See registration information above.)

ASD August Las Vegas runs from August 9 to 12, featuring Fashion Accessories, Value Apparel, Toys & Novelties, Licensed Products, Health & Beauty Products, Smoking Accessories, Military-Tactical Outdoor and Surplus Merchandise, Tools and Hardware, General Merchandise and Closeouts. Buyer-Seller opportunities focus on Fall and Back-to-School inventory across its four show segments, from Value/Variety Merchandise to Jewelry and Gifts. Register for ASD Las Vegas August.

ASD East, at New York’s Jacob Javits Convention Center from September 13 to 15, meets business and cost-efficiency needs of exhibitors and buyers by streamlining three smaller regional shows into one mega-sized, northeastern regional trade show in the vibrant New York marketplace.

ASD East builds on the 25-year track record of New York Variety Merchandise Show – known for its range of best-price products – by offering an even wider set of exhibitors who serve independent retailers, plus unique items across categories (from toys, souvenirs and novelties to fashion accessories, personal care, and holiday/seasonal items). This combined mega-show supports local exhibitors and fall seasonal buys, as well as holiday fill-in orders and New Year opportunity buys.

“By focusing on one annual market, buyers and sellers are able to reduce the number of shows they must attend and, at the same time, reap more business from a single event that is critically timed and focused on their target market,” said Chris McCabe, Vice President of Nielsen Business Media’s Merchandise Group, which produces all ASD trade shows. Register for the September NYC mega-show from ASD’s web site at ASD East .
The Returns, Salvage and Liquidation marketplace can be a win-win, profitable way for merchandise wholesalers and resellers to turnover excess inventory. Overstocks of brand name apparel, department and chain stores carrying excess holiday inventory, off-price buyer deals and discount-seeking retail customers all come out ahead.

For buyers and sellers new to the Returns marketplace: Note re-labeling, de-labeling and selling restrictions on returned merchandise. (Tips below.) First, here is a cautionary case study of how wrongly re-labeling return inventory can ruin a carefully marketed reputation and company image.

How Not to Resell Return Merchandise

While it’s not clear who is the true “perp” in this resale story from only a week ago, the situation hit regional television news and consumer protection groups. Everyone up and down the product supply chain took a hit to brand and reputation. The end retailer, discount clothing chain Burlington Coat Factory, is trying to make it right.

This Case of the Faux Designer Men’s Coats unraveled when a customer in a Connecticut Burlington Coat Factory store peeled off the second label on his designer brand Perry Ellis coat. Whooops. The coat was a resale item from non-designer Wal-Mart.

Although a real Perry Ellis coat would cost approximately $200, and Burlington Coat Factory was selling the re-labeled Perry Ellis for less than $70, this customer did not feel like a smart shopper: the original Wal-Mart fake Perry Ellis sold for barely $30.

Now it gets complicated – After a Connecticut TV station called out all but one Burlington Coat Factory location in the state selling fake designer coats by sticking a new label on the old label, it was discovered that the faux Perry Ellis’ were really a private Macy’s brand (made by George and Amalfi) that hit the Returned Merchandise marketplace. Burlington Coat Factory blamed its wholesale supplier … who claims to hold legitimate rights to the Perry Ellis and Joseph Abboud labels (so why counterfeit them?) and who, in turn, blamed a “rogue employee” for the mis-labeled coats.

As the finger-pointing and blaming continues, end retailer Burlington Coat Factory decided to face the music, guilty or innocent. Burlington pulled the entire coat shipment from all stores, nationwide. The fake-label story hit Connecticut TV, Consumerist Reports and a few activist blogs. To make it right, Burlington Coat Factory now offers all the money back for faux PE coats, plus a coupon for 20% off.

Re-Label, De-Label, Resale Restrictions

As noted above, buying liquidation and return merchandise can help resellers, retailers and auction powersellers source branded merchandise at off-price discounts, to hold profit margins stable.

Note that there are resale and brand restriction agreements that contractually bind “End Resellers” when they move wholesale liquidation and returned merchandise.

Defacing and De-labeling. Signed agreements governing merchandise sourced from a department store or chain retailer for resale generally cover protecting the brand of the original retailer. That means de-labeling. One method is to deface brand labels, original retailer identification and/or UPC codes:

DeLabel Return Merchandise

De-labeling requirements protect the reseller as much as the original retailer or brand: If you purchased a lot of returned private label clothing, originally from department store returns, and then resold the clothing at half-price discounts – but failed to remove all identifying labels – one of your customers may try to return the apparel to the original retailer for a full price credit. The original retailer is out and you, as End Reseller, may be sued for breach of reseller contract.

Other Resale De-labelling Requirements. Target Corporation — a nationwide department store retailer of clothing, footwear, jewelry, electronics, sporting good and toys – has designated the following “Delabeling and Defacing Agreement for Target Salvage Merchandise” (originally posted to WholesaleU Blog in June 2008 by Robert Cyr: Liquidation Merchandise – Reselling Restrictions?):

·	All warranty cards to be discarded and destroyed
·	If warranty is included with product information, the warranty section must be removed with exception of sewn in labels
·	All tags of clothing, both Target and licensed brands to be removed with exception of sewn-in labels
·	Black out all sewn in labels
·	Discard all hang tags and tags
·	Remove all Target brand products from boxes and packaging from the Target box unless packaging is necessary for the product
·	Black out all UPC codes
·	Black out all reference to the Target name

Geographic Resale Restrictions. Some Reseller Contracts prohibit resale of the merchandise within a certain territory that overlaps with the original retailer or brand merchant. Kmart big box retail stores, for example, restrict resale of Kmart liquidation merchandise within a 50-mile radius of any Kmart store. Such geographic restrictions would work against liquidation resellers in large urban centers, and in favor of rural areas, where big retail stores are more dispersed.
