Most of the affected children are younger than three years old, and the poisoning is mainly related to pharmaceutical products. Packaging is child resistant, which is the last barrier between baby and packaged content. The US Congress passed the dangerous goods packaging act in 1970, which authorized the US Consumer Product Safety Commission to regulate the safety standards of product packaging.
